Digital ID Platform to Give Expats in China ‘Easy Access’ to Public Services

A new digital identity verification platform will make it easier for expats in China to take advantage of public services, according to the Ministry of Public Security. The names and passport details of all foreigners entering mainland China will be recorded and shared with a nationwide authentication platform under the new system.

From this month, expats will enjoy easier access to 35 public services, such as healthcare, education, finance and accommodation, to be extended to a full suite of services by the end of the year, according to reports.

A release from the National Immigration Administration admitted that expats in China were previously "unable to enjoy the same basic government services, public services and internet services as the mainland residents”. Until now, such pleasures have been largely reserved for holders of the coveted China green card.

The new platform will apparently act in place of the green card, providing real-time identification for organizations seeking such information. Rules and regulations have already been released citing best practices for such organizations using the platform and outlining strict punishments for anyone found to be misusing the information.

The “free certification service” will now be automatically implemented for all foreigners, including citizens of Macau and Hong Kong and overseas Chinese. According to the National Immigration Bureau, the system will help attract more foreign talent to China and increase innovation and entrepreneurship on the mainland.
