Reuters reported today that the United States and China have agreed on a preliminary draft resolution that outlines sanctions against North Korea over its latest nuclear test. Two U.N. Security Council diplomats, speaking on the conditions of anonymity, said that the resolution will soon be submitted for a vote.
The two diplomats said that the draft will soon be voted on by the 15 members of the Security Council. China and the United States first drafted the resolution seven weeks ago, soon after North Korea reported its fourth nuclear test on January 6.
One senior diplomat told Reuters, “It's a substantive, long, full draft ... which I hope will be adopted in the coming days.”

Sanctions have been imposed on North Korea before, and the result was that trade between North Korea and China TRIPLED. China isn't going to stop cooperating with North Korea; other countries are. China is quite happy to get all North Korea's trade. ----- Secondly, the components North Korea uses to make weapons come from China. So what does "sanctions" even mean to China? Of course China agrees. ----- Finally, any statement which includes the word "substantive" is utterly without substance.
