China has introduced its first counter-terrorism law. The “People’s Republic of China Anti-Terrorism Act” was approved by lawmakers at the end of a week-long National People’s Congress session on December 27, and signed by President Xi Jinping. The law will come into effect on January 1, 2016.
The full text of the new law was published by Xinhua. The act deals with a number of aspects of counter-terrorism including personnel and organization identification, intelligence, investigation, international cooperation, safeguarding measures, and legal provisions.
The law also provided a clear definition of terrorists as those who, “create social panic through violence, destruction, intimidation and other means, endanger public safety, violate personal property or coerce state organs in order to achieve their political and ideological purposes.”
