Shanghai has started a pilot program to charge manufacturers that emit volatile organic compounds (VOC). VOCs are organic compounds that have a high vapor pressure at room temperature. The charges for VOC emission in Shanghai will gradually increase in three stages from October 2015 to January 2017.
A spokesperson from the Shanghai Environmental Protection Bureau said that VOCs add to the formation of haze and PM2.5. “Currently, volatile organic compounds make up the largest proportion of air pollution.” The new program charges industries that emit VOCs including shipbuilding, automobile manufacturing, packaging, printing, furniture manufacturing, electronics, and 12 other major industries.
The charges will gradually increase. When the program was first put place on October 1, 2015, the charge was 10 yuan/kg. On July 1, 2016 the charge will increase to 15 yuan/kg, and it will increase to 20 yuan/kg after January 1, 2017.
If a factory does not comply with the program requirements or reports excessive emissions of VOCs the fine will be doubled.
