Shandong Youth Caught with Terrorist Propaganda Videos

A young man from Wendeng, Shandong was detained for 15 days and fined 10,000 RMB for downloading terrorist propaganda videos and storing them on his computer. This was the first arrest for terrorist related activities ever made in Wendeng, which is an industrial based area in Weihai.  

The Wendeng Public Security Bureau recently received a tip that someone in the city had downloaded a terrorism-related video. A young man named Tan, 25 was soon arrested by police, and confessed to the crime.

The self-employed youth told police that he did not know downloading the videos was illegal, and had done it out of curiosity. He had received the videos via a link in a QQ group chat. Tan opened it and saw a man beheaded and another shot dead. “I felt terrible and flustered,” he said. Tan downloaded the videos and stored them on his computer. “The footage was a little less than thirty-five minutes long,” he said. He said that he had only kept them in his computer and had not actually watched the full video. He did not show it to anyone else. The files were password protected and no one else could access or copy them.

Police said that they found 17 related videos on Tan’s computer, including four terrorist propaganda videos that depicted brutal murders. The footage on these four files was extremely bloody and violent. Tan was punished in accordance with Article 80 on China’s “Anti-Terrorism Act.”
