Draft Bill on Internet Safety Open for Feedback

A draft of a law on internet safety has been made public on the internet and is accepting public feedback for a month.

The law stipulates that web operators or other internet service providers will not be allowed to make use of malicious programs, and will be required to provide users with information on safety loopholes or other risks. It also requires services to strengthen information protection protocols to prevent against information theft. 

More importantly, the draft allows for the internet to be cut off in special circumstances pertaining to social order or national security. The 50th clause, for example, says that on matters pertaining to social order and national security, certain limitations will be allowed to be placed on internet communications by state, provincial, or even local authorities.

Umm... no. Turning off the internet is usually to segregate the people from communication or information. In no way, shape or form should the internet EVER be allowed to be "turned off under special circumstances." Okay, maybe if a SKYNET AI system goes haywire... China does this, there will be a mass exodus of people. And more than likely, those people will include the most intelligent of the Chinese people and foreigners.
