I'm not in the least bit surprised that China has chosen super-high wages as a means of measuring "talent". I'm sure the laboratory staff and professors at Shanghai universities won't qualify, but at least their manager does. Now the manager doesn't need to give out so many hongbao bribes anymore; he can just pay taxes straight to the central government. An improvement of sorts. At the very least, some people can now get a residence permit. Due to their super-high 'talent'.
