The Kunming police have arrested 5,226 suspects as of April 15 as part of a nationwide crackdown on illegal drugs. Kunming law enforcement focused on bars, massage parlors and other entertainment centers in its anti-drug work. The police uncovered 5,476 instances of drug-related crimes, arrested 5,226 suspects and seized 1,360 kilograms of drugs.

The truth is governments hate drugs because they can't control the means of production thus they can't tax it, anyone can grow weed in their garden or on their balcony, no gardening skills required it will grow anywhere regardless of the climate. Synthetic drugs are another story, but natural drugs are harmless and easy to produce.
