Hefei Devises “Ingenious” Plan to Prevent Jaywalking by Using Ropes & Volunteers
Dec 10, 2014 By eChinacities.com

Volunteer traffic conductors in downtown Hefei have come up with a new and fairly dramatic plan to prevent jaywalkers. One evening, at around 8 pm, pedestrians and bikers were minding their own business at a busy four-way intersection when four volunteer traffic conductors pulled a long rope across their path to block them from jaywalking. Hopefully all the bikers were paying attention because that could get painful real quick.

The brave and noble volunteer traffic conductors will wield their ropes to stop jaywalkers for six whole hours a day. Rope obstacles will be in place at the intersection from 7:00 am to 9:00 am, from 11:00 pm to 1:00 pm and from 4:00 pm to 6:00 pm. One of the volunteers known as Sister Li said that they had all been “trained” for their posts. Volunteers are given a basic knowledge of traffic (thankfully) and trained on how to deal with pissed off pedestrians and bikers.

The Hefei traffic police said that the city has had a lot of issues with pedestrians and bikers running red lights recently. For a while, they did not know how to fix the problem but finally decided to test the ropes. The police said that different departments have been trying lots of different methods to solve the city’s jaywalking issue. So many jaywalkers, so little rope! The police say that they hope the public will support their new plan and not just duck under the ropes.

Traffic rules being "enforced" by volunteers, instead of actual police. Way to go China.

Hum... It's good to recognize the problem and trying to do something. But it's often all black and suddenly all white, and then give-up. Even if it's a slow approach, how about teaching kids at school about elementary rules ? Putting large ads with graphic pictures of why traffic rules exists in the first place ? Policemen not just playing with their phones in their booths ? The rope thing have been tried in Suzhou, abandoned quickly, no changes.

I think that a good way will be to educate the Public, the amount of money spent on the ropes is just a waste, if it is spent on the public education will be better for the long term, you know what I mean :) It is better to help a person on how to catch a fish other than giving him an already caught one !!!!

they have been teaching the man how to catch fish a long time...and the man just acts stupid....so it more efficient to throw him in a jungle and he will figure it out himself...or the idiot can ask someone on wechat or weibo, because thats where he is spending all his time instead of looking in front..,,,,funny story , i witnessed first hand...a couple of guys went swimming at the part of the beach prohibited due to dangerous waves and rocks...the life guards saved them and then beat the shit out of them...that taught them a lesson not togo swimming because they also endangered the lives of the guards during this.... so easy way....let the guy hit the car...take him/her to hospital...the insurance pays for the damage to the car and driver....and when the culprit is fine, give them a beating and put them in jail... i am a motorcycle rider...and im talking real motorcycles...tones of times these people dont look at the lights and come in... especially elderly...law is law...sowhy does an elderly think its ok to cross the road without caring for the safety of vehicle driver?...if they so not have enough mental capability then stay at home or have someone assist them outside...i would rather prefer hitting the dude instead of harming my family and children inside or outside the car ...

and to be honest, when i see these elderly people breaking the law and acting all up gansta i just feel sad.. because they should be the ones setting example...one: because they are the ones who made the country, be it china or any other...it has been their blood and sweat in these tall high rises, and yet they do not respect it...as far as we the latter generations go, we are just reaping the benefits of their hardwork so take every thing for granted.....in china mostly children spend time with their grand parents, and when they see them taking a piss on the street and riding carelessly or doing any such thing, that is what they will learn...because parents dont have time to teach them...and they progress that this country made from 2 generations will fall down after 2 more because they will stop giving a shit about community and start thinking about personal benefit.

You are right. Actually for every society, all over the world there are two most important pillars, that a child should learn in school or daily life, that are; 1. Education and the second but not least 2. Manners. It can apply to all ages, specifically the children. Because that is where a personality is made into shape from the ground. I think that till high school a youth should and can be shaped, into having good manners, but once he/she enters university or college life then, they are what they are !!!!! And then the continue their education. Playing with their cell phones while walking is a very bad habit, its truly annoying, and so are not obeying the rules especially when it is going to harm others and oneself, whether physically or mentally.

there is a simple solution...let them get hit a few times, look at the footage, and who ever is wrong pays, even if the walker has to pay damages to the car driver and everyone else will fall into line...
