21 Year Old British Girl Becomes Road Safety Monitor in Hunan
Sep 18, 2014 By eChinacities.com

Residents in a Hunan town were surprised recently to find that their new road safety monitor, (you know, the ones that ‘help’ you cross the road by furiously waving flags and blowing whistles in your face whilst you wait for the light to change) was in fact, a foreigner.

Leah, 21, came to Zhuzhou a month ago to teach in a foreign languages school. Last week, she successfully applied to become a Zhuzhou road safety monitor and now is in charge of monitoring traffic. She says that although her Chinese is limited, it’s good enough to keep would-be jaywalkers in line. If she sees people attempting to violate the traffic rules, she will gently remind them with a smile.

Many residents have shown their appreciation to Leah, and said that they will be on better behaviour in front of her, because she’s a foreigner.

This is my city, it is funny, because here the number of foreigners I think it is not more than 50, a small city with 1 million people. It is a called 工业 city. Actually this work is made by old people with no manners, they always grab your clothes and show you a paper where it says you should pay a 50 RMB fine directly to them!. They are really rude, but also the pedestrians are when arguing with them. This is a weekends job for sure, only on saturday and sunday I can see these people.

"Many residents have said that they will be on better behaviour in front of her, because she’s a foreigner." So... Not because road safety is important, but because someone is watching. I think that adequately summarises the Chinese mindset. "Be an asshole by default. Imitate good behaviour only when being observed."

Yup... all about face. As long as you can get away with it, then anything goes. When you're worried about being embarrassed in front of a "foreigner", then you behave, so that you can pretend to be civilized in the oddly colored and mishapen eyes of Westeners.
