1335 Chinese Millionaires Sue Canadian Government over Cancelled Visas

Ottawa’s decision to end the Investor’s Immigration Program that formerly allowed wealthy entrepreneurs to immigrate to Canada has prompted angry Chinese millionaires to sue the Canadian government.
Over 1,300 millionaires will be seeking 5 million CAD in compensation each after their immigration applications were abruptly cancelled.

The Immigrant Investor Program used to be a sure-fire if expensive method of immigrating to Canada. Applicants were required to have a net worth of at least 1.6 million CAD, and able to lend Ottowa 800,000 CAD interest free for five years.

The millionaires who are currently suing are among 60,000 hopeful immigrants from all over the world whose cases have been suspended, many of whom have already paid the 2 million CAD application fee.

wealthy Chinese can't believe that money doesn't buy whatever they want, in this case Canadian residence. Their world is shaken. If you research more about this story you will find there was a lot of cheating going on. When the Canadian government investigated the real wealth of the Chinese immigrants they found that many had lied or "borrowed" money from relatives and faked the application; no doubt assisted by experts for a fee just like Chinese applying for overseas college study. Australia is having an inquiry into the effect on real estate from rich Chinese buying up at over market prices and leaving Australians behind.

Sue the Canadian Government, where? At the International Court of Justice? Not the kind of people you want to come to your country anyway, these Chinese millionaires. I am not familiar with the procedures but it seems to me if Canada changes it's policy, application fees should be returned. The article mentions a fee of 2 million CAD. I can hardly believe that's right.

Application fees are not automatically refundable. It all depends on the contract. and as stated before, who were the fees paid to?

@ Nessquick; Maybe that's the point. ; @ Englteachted: a contract, if that is what it is, should not be changed or canceled unilaterally with one party cashing in and the other screwed. @ Guest2506504: I can accept non-refundable fees if the rules for application stay the same between application and refusal. Maybe the whole bunch were frauds; well, then there's a good reason for refusing them and keep the fees. But canceling an Immigration Program and not refunding fees for those applications that haven't been processed yet sounds like something I wouldn't be proud of. Let's hope Nessquick is right. Besides, whatever it is the Chinese do, I don't think it should serve anyone as an example.
