A study performed by US-based Global Language Monitor has produced a list of the world’s most fashionable cities. Not only did Shanghai surpass Hong Kong as Asia’s most trendy city, it ranked tenth in the world rankings. The rest of the Top 10 is as follows:
1) New York
2) Paris
3) London
4) Los Angeles
5) Barcelona
6) Rome
7) Berlin
8) Sydney
9) Antwerp
10) Shanghai

One way or the other, you have to base rating on a criteria. If Shanghai excels in these criteria, then so be it. You can choose your own rating criteria too and your home town may come out to be the most fashionable city in Asia or even in the World.

Just because the local press is using certain words doesn't mean that city is fashionable. Some of these surveys and reports are stupid.

Fashion is determined by the media. If journalists write that something is fashionable for the umpteenth time, it eventually becomes true. Shanghai is the best marketed city in Asia, it seems. Which means it's the most fashionable, too. But fashion has nothing to do with the real world; it's only as important as we choose to make it. Shanghai got ranked in an irrelevant top10 list, if you ask me.
