From November Non Beijing Cars Prohibited From Entering City During Peak Times

The Beijing traffic management bureau has issued a statement saying that from November 2013 non Beijing registered cars will be fined 100 RMB and deducted 3 points if they are caught within the city’s fifth ring road during peak hours (07:00 – 09:00, 17:00 – 20:00). Signs will be installed at fifth ring road intersections to alert drivers.
