“If you build it, they will come.” For a tunnel in Nanjing, this is indeed true, but the people that come won’t necessarily use the tunnel as per its operating specifications.

A Nanjing tunnel that runs more than 500 meters was completed in 2005. Named the "Kaixuan Road Tunnel", it has been connected for eight years, but has never accepted traffic. The tunnel was built to accommodate Nanjing Metro Line #2 at Jinmalu Station, but it appears to never have been used.

There are now people living in this space using makeshift sheds. One shed is about 70 square meters in space, and is hooked up with electricity and even an AC. Dogs and chickens are even being raised by the “tunnel residents”. When asked, the people say they are hired to watch over the tunnel.

However, many officials say they don't know of this situation. One person working at the finance department contacted by a reporter responded, "I have never heard of Kaixuan Road before, let alone a tunnel with that name. Our district does not have a tunnel with that name."

The unidentified person thinks that the tunnel is not in use because no one knows about it. Police also say they don't know the reason why the bridge isn't in use.
