An inquiry was opened on Aug 1 after an anonymous blogger, identified by state media by the surname Ni, posted eight-minute surveillance footage on the internet, alleging that Chen Xueming, Zhao Minghua and three other officials picked up prostitutes at the Hengshan Resort in June.

Shanghai City Disciplinary Commission said on its Tencent Weibo Account on Aug 4 that Chen Xueming and Zhao Minghua, chief and deputy chief judge of the No. 1 civil court, together with two associates have been suspended for investigation. The job title for the two associates is not released, and the identity of the fifth person in the footage remains unknown.

The incident took place at the Hengshan Resort, which is a designated hotel for the party and government officials on business or conference trips. Expenses at the resort are usually paid by local finance departments using public funds.
