On December 12, the Central Organization Department, Human Resources and Social Security and 23 other ministries jointly issued new guidelines outlining the rights of foreign “green card” holders (《外国人在中国永久居留享有相关待遇的办法》). Starting now, foreigners who hold a Chinese “green card” will enjoy the same rights as Chinese citizens do for investment, buying property, employment and children’s education (certain treatments such as political rights, legal regulations do not apply). Other benefits for foreigner "green card" holders include: holding a foreign permanent residence permit (no limits on the duration of stay) and no more dealing with visa formalities when exiting and entering the country. In addition, spouses and immediate family members may apply for the relevant visas, residence certificates or "Foreign permanent residence permit".

"Enjoy Same Rights as Chinese" Except for the right to not be beaten up by drunken Chinese while the police watch and laugh, the right to not be told "We don't rent out apartments to your kind", the right to walk down the street without dome racist douche shouting "Herro laowai!" from the safety of a group of ten of his friends, and the right to be treated like a human being... aside from those, same as Chinese.
