Foreigners Need Non-Criminal Record Certificate to Work in Beijing from Jul 1
Jun 19, 2013 By eChinacities.com

As reported by The World of Chinese, from July 1, foreigners who wish to work in Beijing will need to provide a non-criminal record certificate from their own country in order to obtain a work permit. The ruling also applies to foreigners in China who wish to transfer to Beijing for work.

The certificate must be issued by judicial or public security authorities in the applicant’s home country, and must prove that the applicant has no criminal record from the age of 18. Currently, the Beijing Labor Bureau has given no advice regarding those currently not residing in their country of nationality.

The non-criminal record certificate will be required during the initial stages of job application for those wishing to work in Beijing, and for standard work permit applications, it will be provided when the employment license application is being filled. For those being sponsored by a foreign company, the certificate will be required when the work permit application is being filled.

Beijing is currently the first city in China to implement such a ruling, and it is unclear as to whether other Chinese cities will do the same.

Most big cities in China now require NON-criminal record certificates from foreigners if they want to apply for China work visas for the first time. To renew a residence permit for work, the certificate is not required. But in Beijing, if the foreign employee worked out of Beijing before, the NON-criminal record certificate is required to renew the work visa in Beijing. So what does this mean? I have had speeding tickets. I think the story needs to be more specific to make it clear. Misdemeanors, felonies, traffic, or whatever. I have to agree with Guest on this, it does seem kinda harsh. Even Canada limits it to felonies and alcohol and drug offenses and only for the last 7 years. Either the story needs to be a little more specific or China needs to be a little more realistic. I think what China is trying to do is make it harder for foreigners to come here, period. Have you seen the new Visa rules? I really like living here for the most part, but what is going to happen if everyone starts disappearing?

This means what it says, right? No criminal record PERIOD?? We're not just talking about felonies?? Seems kinda harsh for the guy who got a minor in possession of alcohol when he was 18. He could be working in Beijing for several years and built a life there. Now he's gotta uproot to another city?? serious
