Another Foreign Teacher in China Exposed for Child Porn Convictions in the US

The discovery during the past few days that Neil Robinson, a British man who'd previously worked as a teacher in Beijing, was in fact wanted in the UK in connection with the distribution of child pornography and the rape of a child, has sparked an outcry among Chinese netizens.

To make matters worse for the reputation of foreign teachers here, on April 28 the Modern Express reported that a similar incident recently happened in Nanjing.

An undisclosed source called the newspaper's 96060 hotline on April 27 with the following information: An American man named Wesley Hoyle Lowe (age 63), who was previously convicted for the possession of child pornography on two separate occasions, had been working in Nanjing as a teacher for the past five years. From September 2007 to December 2009, Lowe was employed at an English training institution, and beginning in 2009 he taught at a university in Nanjing.

According to the US federal government's criminal database, Lowe was convicted for possession of child pornography film, tapes and photos in Missouri on August 26, 2004 and August 23, 2007, and was consequently labelled as a sexual predator. According to the Illinois Sex Offender information database, Lowe was also arrested and charged with child abuse and possession of child pornography in 1999.

In a follow-up investigation, Modern Express learned that news of Lowe's previous criminal record and employment status in China first appeared online around three months ago. Subsequently, Modern Express was told by the police that Lowe left China about two months ago due to "visa problems".

Ok, I understand that there are bad people all over the world and all that. Why do we get so much "anti-foreigner" news on this website? This site is in a "foreign" language, so it is obvious it is intended for people who speak English. Also, I do not like the use of the term "a foreigner" like we are all the same as some cho mo running from the law. If you do not like foreigners just stay off the fooking website.

Not even 10% of the perverts from the west invading China for teaching jobs have yet been discovered. As Chinese people keep thinking their kids need "any native" speaker ie, "whities" can teach their kids good English, they will get worst surprises all along... Among foreigners coming to china, there is a rate of fugitives, socially banished on crime records, former inmates, drug addicts who can no longer make it at home etc... Look carefully into these dirty hippies you meet roaming around aimlessly looking for drugs, prostitutes at night in the Big cities in China, most of them are English teachers because this is the only non-liberal job for an expat in china that does not requires professional qualifications. So long as Chinese are possessed by the inferiority complex of taking whites are their references, perversion will be the first thing they will learn well from them. I am not an English native speaker and I never had a native english teacher in my Life yet I speak native because have lived in the right environment and having had great teachers ...so it's all about people's value, not their origin.

Dalian has a UK expat who boasts that he was fired from his last two teaching jobs because of indiscretions with the pupils... Seems Police have investigate but these schools not prepared to make complaint .... too bad for there reputation I guess. Same guy also boasts that he used to be Gary Glitters driver and DJ tied up with BBC... mmm wonder what the connection was there??? This pillar of Dalian society was also featured on this website a few weeks ago when 10 cars jumped out in front of him and he had to fend them off with a rock.

If only there were an online database for sex criminals, a sex offender registry if you will, that the Chinese authorities at the consulate in Chicago could check before approving people's visa applications. Once again, China isn't doing the things it should be doing and the foreigners get the blame.

These are only two that we know of as reported by the media. Looking back at this thread, which goes back to New Year's period, there are more troublemakers out there but seems nothing gets done about it. And that's just it isn't it. Notice how all of these guests are lobbying for another crack down rather than tighter controls on how visa are issued. This is about rallying support for another round of spot checks on paper work. Nothing more.

There are a number of issues here that people have covered - background checks, types of schools that hire teachers, abortion and it goes on. Admittedly the photo of this guy is not really complimentary and no doubt the one on his passport might look a little different but I draw the line at intimating he looks like a pedophile and women wouldn't go near him. Never judge a book by its cover is a proverb that holds true and I have met some dubious looking characters that have turned out to be the nicest people. Post - suggestion works fine here. He's a convicted pedophile.....yeah I can tell by his photo!! Utter BS. Generous brush strokes applied by WCG in his comments above as well. MOST of the foreigners he has met have a twisted view on women and have major legal issues back home? Really? Did you ask them? And they told you? Wow!

Actually DaqingDevil, I'm smart enough not to post a bunch of fluff. I would gladly share the stories that have been disclosed to me by foreigners. I was careful to mention that it has been my personal experience. And yes, I am quite aware that perhaps I have had a skewed experience because I've been unlucky enough to meet that pocket of foreigners who are on the fringe of society. It is again my personal experience which makes me think that teaching jobs in China attract the pedophiles because of the lack of due diligence. I'm trying to be objective as possible, but I do firmly believe that profiling (based on characteristics) is a safe bet in this situation. I agree with you about not judging him by what he actually looks like. However, the characteristics I mentioned above are more along the lines of judging a man's qualities and merits and thus his motives for being here in China, not his physical appearance.

Everyone presumes that the old guy is in the wrong for dating the young woman…..How funny. Both people can gain from this, had it not occurred to anyone that some young women here actually want out from their own country? What a shock. Marry a man from a foreign country (with money or not) to help them to immigrate to secure a foreign citizenship (only signatures on paperwork is required). After a short period of time the girl has her residency visa, and then files for divorce. Drags the man through the legal system in his own country, squeeze what cash she can out of him. BAM!!! a free meal ticket. A young girl only needs to sacrifice two years in a relationship in order to provide a better future for her and her family??? Everyone has heard about families approaching foreigners and offering to pay them to marry their daughter for this exact thing. You should never presume that it is always one-sided; you think she didn’t weight her options? Or maybe she had no choice. In no way am I stating that all relationship with a large age gap is for these reasons. Some people actually fall in love regardless of age and can look past it. A friend of mine is in a relationship with a woman that is 20 years older then him (neither are Chinese I might add). They have been together 10 years and are very happy. Well that’s my bit, I look forward to the replies, lol.

Ah, the beautiful thing about the freedom of speech. I never asked you or anyone else to agree with me, nor do I care. You missed my point completely. I never stated that women prostitute themselves at all. I was stating a fact that not just old men pray on young women. Young women look for older men also; this knowledge is also just as "common" as you put it (in western society). I disagree with what you’re saying. Two people even with an age gap of 20 years can still find love and common ground. Just because a large age gap does not suit you or your sisters, that is your choice, you’re entitled to it. But, why should people follow what you believe? To answer your question, if my daughter found love with a 60 year old man and he made her happy and that is what she wanted. Who am I to tell her she cannot be with him? All you ever should want for your kids is happiness. Since you don't know me or my culture, you have no grounds to judge what I believe in or what I find acceptable. My father got remarried to a woman 2 years older than me, never seen him so happy and they have an 18 year age gap, seems to work for them. The gain I speak of is exactly as I stated, to move to a better country and have better living conditions. Never did I say China was a prison or any other country for that matter. But some people are not so fortunate in life and are on the poverty line, they use this approach to give their families a better life style. Maybe it is against your morals? Fair enough, but it happens. I guess until you have lived in their shoes, had their life, you can never really understand it. I do agree with you that there are some sick people in this world, but not every single old guy in ANY Asian country is here just for a young girl. You might consider looking up the word "Sugar Daddy", educate yourself a little further before you speak so much, you might be a little shocked to learn that young women who are with these older men are not so innocent or stupid and are fully aware of what they are doing. Umm, from my personal experience working with multiple other foreigners, this story is just the tip of the iceberg. I'm actually disgusted at some of the foreigners I've met out here. I would say that most of the foreigners that I've met who are not here on assignment with an international company, have some major legal issues back home or a twisted view on women. China is a nation of "FAKE." Therefore, it makes sense that China attracts the swine of other countries. China accepts these people without question. You have to seriously question the motives of an unmarried man in his 40s or 50s, has no experience teaching, cannot speak Chinese, who gives up the accommodations of a developed country for teaching children in a developing one. It's one thing to choose China if you have a background in Chinese or teaching. Perhaps you come from a country that is worse than China. However, there are a lot of foreign nationals out here that are just plain sick.

I'm sorry, but schools like that are the kind that screw over teachers–inviting them and then putting them on illegal F visas, firing the teacher in the last week of school so they don't have to reimburse airfare; and they're the ones that go trolling at the bottom of the barrel for whatever slob will work for the pennies they pay, then assign then ridiculous numbers of hours so every kid in the school gets his 40 minutes with 70 other kids with the foreigner (and then the school can charge all the parents an exorbitant fee for it). No real teacher with any qualifications and experience would ever work for poverty wages, so they have to be satisfied with whatever they can get. There's no honor among thieves: when screw over others, guess what? You're going to get screwed over in return once in a while. And, as an aside...they couldn't LOOK at this guy and know they shouldn't hire him? I wouldn't hire him to pick up my dog's poop, and I thought that just looking at his picture, before I'd even read the headline.

You are right , I am glad I work for a international school(good pay). Being a person of color or Hispanic from New York I didn't mind the background check. Years before I worked in film production and taught film to young people. Teaching young people in America requires background checks and finger prints which I carry with me. You have to protect the children at all cost and maybe put a foreigner in the school's administration , to do the background check. I didn't re-sign with my last school because I felt the school hired questionable people with jail house tattoos.
