This article is absolute rubbish and completelty false. I lived in Xi'an for over two years and hardly saw a blue sky. The pollution there is terrible. In winter especially, all the coal dust from neighbouring Shaanxi province will blow into Xi'an making the air quality foul and unbelievably dirty. To say that it is one of China's most livable cities is a farce.
