It's not entirely true that a foreigner can't get a credit card here if you don't own property...but it's not easy and you won't get a high limit, just a percentage of your monthly salary. I think it can't be with a state-owned bank because their restrictions are tighter, but a privately owned one like Minsheng, CMB or Citibank can issue a card to whoever they want. That being said you need a pretty lenghty employment history, preferably with a larger firm and it helps if your paycheck is deposited into the issuing bank. I've only seen it successfully done a handful of times..and that's to western foreigners working at big companies making decent salaries or business owners. I have NO fucking clue what this guy said to get cards issued, maybe he (perhaps fraudulently) showed he owns a business here or some other kind of asset they could put a lien on if they had to. Seriously don't assume this guy was broke just cause he's Nigerian either cause that's bullshit, i've met a few Africans who make bank with their trading firms. The fact that he was only fined 30K though, says that he probably didn't get too much on any one card. It's entirely possible he got seven cards with 3K RMB limits or something (that's what mine was!)
